Final Draft for M.C.D. Building Byelaws to be made public for inviting suggestions

News Network - Municipal Council of Delhi’s (M.C.D.) proposed Building Byelaws will go into an extra-time - following a rather brief period notice for inviting suggestions on it a month ago – for an assessment and review by the public over a period of two months, according to Municipal Commissioner Rakesh Mehta.

Rakesh Mehta submitted the Report of the Steering Committee for framing new Building Byelaws to Lt. Governor B. L. Joshi. The final draft of the Byelaws will now be posted online on Monday.

“We made a presentation to the Lt. Governor today (28 July). The public will be given two months to respond to the final draft of the byelaws. This is the second time we have invited public reaction on this issue,” said Mehta.

The draft will then be sent to the Home, Urban Development and Law Ministries for sanction and notification. The Byelaws should be ready for implementation by the end of this year, he claimed.

The Report comprises four parts. The first relates to the Legislative Amendments to the M.C.D. and the N.D.M.C. Acts, which are required for the implementation of the new Byelaws. The second pertains to the new Byelaws that have just been drafted.

The third part relates to the Local Area Plans, and the fourth is the Credit Rating Information Services of India Limited Report detailing the setting up of a rating agency to regulate professionals involved in the building sector.

It must be mentioned here that during the first phase, when the draft policy was put up for public scrutiny, disability sector had raised its voice over the absence any mention of disability access. National Centre for Promotion of Employment for Disabled People (N.C.P.E.D.P.) had sent a set of recommendations to the concerned authority to make the Byelaws friendly to people with disability.

Statements in the media by the Commissioner followed this, who said stricter norms and elaborate provisions would be incorporated while framing of these Byelaws to make them disabled-friendly.
