Drafting an incentives policy for the employment of disabled persons

DNIS News Network - The second and third Think Tank consultations to frame incentives for corporates to employ disabled people were held in Delhi on November 17 and 24, respectively. Javed Abidi, Executive Director of the cross-disability organisation, NCPEDP, kicked off the meetings by sharing the purpose of the project and the progress made so far.

Present at the second consultation were Subhodh Bhargava, Executive Trustee, NCPEDP; Alop Mittal, Advisor, FICCI; S. Ravi, Head of Business Development, Shell India (P) Ltd; Navnita Bhattacharya, Executive Director, CII; Ashok Alexander, Director (India Aids Initiative), Bill and Mirinda Gates Foundation; Harsh Mander, Country Director, Action Aid; Preeti Mehra, Deputy Editor, HIndu Business Line; G. Syamala, Executive Director, Action for Ability Development and Inclusion; Ashwani Kumar Agarwal, Director, National Association for the Blind, Delhi; and G. Saikumar, Advocate, Gauri Shanker Saikumar and Co. Alana Officer, Country Director, Handicap International and R.K.Gupta, Partner, Bansal Kumar and Associates, were the consultants.

Important points that were discussed at the meeting related concerned corporate income tax, service tax, indirect taxes and state-level matters, for instance, rebates on tax liability, allowance of expenditure on cost of employment of disabled persons, and a disability cess on turnover, among others.
